City Secretary

CITY SECRETARY – Angie Wade, TRMC , CMC               

The City Secretary is a statutory position required by State law and the City Charter.  The City Secretary is appointed by the Mayor and the Commission and reports to the Mayor. 


  • Staff support to the Mayor and City Commission
  • Draft and post, in compliance with the Texas Open Meetings Act, all Agendas of the City Commission
  • Attend and record the minutes of all meetings of the City Commission
  • Certify, attest by signature, and affix the City Seal to all official City documents to include Ordinances, Resolutions, and contracts
  • Designated as Records Management Officer by both State statute and City ordinance.  The City Secretary develops policy and administers records retention and destruction schedules for the City
  • Serve as Public Information Officer for the City in compliance with the Texas Public Information Act to promote transparency and provide requested information to the public
  • Serve as the Elections Officer for the City
  • Administers the appointment process for the City of Ennis Boards and Commissions
  • Collect and record Quarterly Hotel Occupancy Tax
  • Issue Alcohol permits
  • Issue Solicitor permits
  • Develop a Budget for the City Secretary and City Commission
