Alcohol Permitting

The Texas Alcoholic Beverage Commission (TABC) regulates the alcoholic beverage industry and is responsible for issuing licenses and permits for the manufacture, distribution, and sale of alcoholic beverages in Texas.

TABC Application Certification

Businesses applying for a TABC license or permit for a location within the City of Ennis are required to obtain certification from the City Secretary as part of the TABC application process. The City Secretary certifies whether the proposed location is located in an area that is legally authorized for the type of alcoholic beverage sales requested.

A $25.00 certification fee is due to the City of Ennis at the time the TABC application is submitted to the City Secretary's Office for certification.

Applicants should complete the application process through TABC prior to submitting the required certification documentation to the City Secretary's Office.

Local Alcohol Permits and Fees

Effective September 1, 2025, Senate Bill 1008 (SB 1008), enacted by the 89th Texas Legislature, amended state law regarding local fees associated with alcoholic beverage licenses and permits.

Pursuant to SB 1008 and Texas Health and Safety Code Section 437.01235, the City of Ennis does not collect local alcoholic beverage permit fees or issue separate local alcohol permits.

This change does not affect the requirement to obtain and maintain all applicable licenses and permits issued by the Texas Alcoholic Beverage Commission, nor does it eliminate the requirement for applicable TABC applications to be certified by the City Secretary.
