Bank Drafting Service (Free)
Our Bank Draft program allows customers to have their monthly utility bill paid automatically from their checking account. This service is free of fees and helps save time—no checks, no postage, and no late payments.
How It Works:
• Payments are automatically drafted the day after your bill is mailed.
• Customers will continue to receive your regular monthly bill showing your water consumption, amount owed, and due date.
• Please note: enrolling or unenrolling may take up to 5 business days to process.

In‑Person Payments:
Customers may pay in person at 107 N. Sherman St., Monday–Friday, 8:00 AM to 5:00 PM. We accept cash, checks, Visa, Mastercard, Discover, and PIN‑less debit cards for in‑person payments.
Customers may mail payments using a personal check, cashier’s check, or money order.
The payment stub should be detached and included with the mailed payment.

Night Drop Box:
Customers may make payments by placing a check, cashier’s check, or money order in a sealed envelope with their name and account number. Payments may be placed in the Night Drop Box located at City Hall.
Pay Online – Xpress Bill Pay
Beginning June 1, 2026, the City of Ennis Utility Billing Department will transition to a new and improved online payment system: Xpress Bill Pay.
This upgrade is designed to provide a smoother and more convenient payment experience, offering features such as:

Q: I’m already signed up for autopay. Will my autopay automatically transfer to the new system?
A: No. If you were enrolled in autopay through our previous payment provider, you will need to create a new account and re‑enroll in autopay through Xpress Bill Pay. Autopay settings will not transfer automatically.
Q: Are there fees associated with online payments?
A: Yes. Service fees are charged by the third‑party payment processor.
Credit/Debit Card Fees:
• For payments up to $500: a minimum fee of $3.00 or 3.00% of the transaction (whichever is greater).
• For payments of $500.01 or more: a fee of 3.50% of the transaction amount.
These percentages reflect the processing costs required by major card networks.
eCheck (EFT) Fees:
• A flat fee of $2.00 per transaction.
• Please note: physical checks cannot be processed over the phone.
Q: Are these fees retained by the City?
A: The City of Ennis does not retain any fees and cannot adjust, waive, or modify them. All fees are collected solely by the payment processor to ensure secure and compliant payment handling.

To establish service, you must present a valid Texas Driver’s License or Texas ID.
To disconnect service, customers must visit the office in person. Your deposit will be applied to your final bill. Any remaining credit will be refunded, and any outstanding balance must be paid to the City.
Residential Deposit
The standard deposit for both residential and rental properties is $100.
Customers must complete an application for service and pay the deposit in person at the City Hall business office located at 107 N. Sherman St.
Commercial Deposit
Commercial customers must complete an application for service and pay a deposit in person at 107 N. Sherman St.
The application must be signed by an authorized company representative. The required deposit amount will be determined at the time of application.
Service Transfers
Customers must visit the office in person to transfer service. Transfer requests cannot be taken over the phone.
